In my opinion it could be one of the two, or both:
First option is ground checking, what if
Second is a public relations stunt. To make Putin and his heir to be seen as a better alternative. Putin will come as a knight in shiny armor and "save Russia" from evil plot.

Well, the hardware for the task is already there. But with usual Russian slovenliness, the task will never get done, so the software/movies/song thieves can sleep easy ;-)
Snoop, it is not about:
1) Slovenliness - the task is impossible.
2) It is not about piracy either.
