Well, until President Bush signs it, it doesn't actually means anything. If he vetoes the bill, the bill can either a) die or b) go back and they can either change it somehow or the Congress can override the veto (which probably won't happen in this case; overriding the veto is relatively rare.) It's possible that Bush will hold of signing it forever, but without vetoing it, in which case the bill is as good as dead.
